are there any laptops (NOT A stupid NET BOOK) that are no more than 400 (possible slightly over) that have a built in webcam ? And maybe even a microphone ?

I live in The Hague. I want to buy a laptop (notebook or netbook, both will do). Don’t worry about the config. I’ll use it for net browsing, storing and handle my personal documents, and listening songs or watching videos. It’ll be better if the laptop comes without any Operating System. Because I use Ubuntu and I don’t want to pay extra money for an OS!
So where can I buy one? Or is there any place who sells outdated model laptops?

Well Apple imacs are really good for sims 3 & it doesn’t make it slow or nothing, But thats to much money. Or maybe look on ebay for a cheaper one for 450?
I am looking for a cheap laptop which has something other than Intel Integrated Graphics and is at least capable of Pixel and Vertex Shader 2.0 or better. If this is not possible, Pixel Shader/Vertex Shader 1.1 is fine.
INTEL INTEGRATED GRAPHICS WILL NOT BE ACCEPTED AS BEST ANSWER
I would quite like the laptop to be under £200 and to come with XP or Linux as opposed to Vista. Or no operating system whatsoever.

Maybe because it just ain’t happening. If you are looking for something "better" than the Intel Graphics than you pay a premium.
The Dell XPS 1330 comes with an Intel video chipset and for more $$$ (sorry, my keyboard doesn’t come standard with a ‘pound sign’) you can get it with the Nvidi chipset. One with the Nvidia chipset run about $1000.
